總體規(guī)劃使用資金采購項(xiàng)目公開招標(biāo)公告
一、招標(biāo)條件
本招標(biāo)項(xiàng)目已由相關(guān)主管部門批準(zhǔn)建設(shè)，招標(biāo)人為郟縣國土資源局，招標(biāo)代理機(jī)構(gòu)為河南省天隆工程管理咨詢有限公司。
建設(shè)資金為財(cái)政資金，已落實(shí)；項(xiàng)目已具備招標(biāo)條件。
二、項(xiàng)目概況與招標(biāo)范圍
2.1 工程名稱：
調(diào)整郟縣中心城區(qū)、王集鄉(xiāng)、堂街鎮(zhèn)、李口鎮(zhèn)和白廟鄉(xiāng)土地利用總體規(guī)劃使用資金

2.3服 務(wù) 期：
60日歷天
2.4招標(biāo)范圍：
調(diào)整郟縣中心城區(qū)、王集鄉(xiāng)、堂街鎮(zhèn)、李口鎮(zhèn)和白廟鄉(xiāng)土地利用總體規(guī)劃工作的前期資料收集、整理分析和專題研究、調(diào)整對(duì)接、制圖、報(bào)告編制、成果印刷、前期修改、專家評(píng)審、后期維護(hù)與修改、組卷上報(bào)、稅費(fèi)及不可預(yù)見費(fèi)。
三、投標(biāo)人資質(zhì)要求：
3.1.具有獨(dú)立法人資格，具有有效的營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證；
3.2投標(biāo)人須具有土地規(guī)劃乙級(jí)及以上資質(zhì)；
3.3.項(xiàng)目負(fù)責(zé)人必須具備具有中級(jí)及以上技術(shù)職稱資格且必須為本單位正式人員(提供勞動(dòng)合同和近一年社保證明)，
3.4.提供企業(yè)注冊(cè)地或項(xiàng)目所在地檢察院出具的無行賄犯罪檔案查詢的證明（開標(biāo)時(shí)提供）；
3.5.投標(biāo)人需提供2012年以來類似業(yè)績(jī)至少一份；
3.6.本項(xiàng)目不接受聯(lián)合體投標(biāo)。
四、報(bào)名及招標(biāo)文件的領(lǐng)取時(shí)間：
凡有意參加投標(biāo)者，請(qǐng)法定代表人持本人身份證(或者委托代理人攜帶授權(quán)委托書及本人身份證)和 “投標(biāo)人資質(zhì)要求”的資料原件和加蓋公章的復(fù)印件壹套于2015年5 月8日至2015年5月14日(節(jié)假日除外)，每日上午8：
00時(shí)至12：
00時(shí) ，下午15：
00時(shí)至18：
00時(shí)到河南省天隆工程管理咨詢有限公司報(bào)名（報(bào)名截止時(shí)間為2015年5月14日下午18:00時(shí)）。
資料不全者不予以報(bào)名。
通過前述報(bào)名者,可到平頂山市開源路中段廣廈置業(yè)大廈905室領(lǐng)取招標(biāo)文件,招標(biāo)文件每份售價(jià)300元，售后不退。
五、投標(biāo)文件的遞交
5.1、投標(biāo)文件遞交的截止時(shí)間：
2015年6月2日上午10時(shí)00分。
5.2、投標(biāo)文件遞交地點(diǎn)：
平頂山市金沙灣時(shí)尚酒店15樓會(huì)議室。
★逾期送達(dá)或者未送達(dá)指定地點(diǎn)的投標(biāo)文件，招標(biāo)人不予受理。
