三、項(xiàng)目概況
廣州市軌道交通九號(hào)線一期工程，線路起始于飛鵝嶺，終止于高增，線路全長(zhǎng)約20.1km。
廣州市軌道交通九號(hào)線一期工程共設(shè)10座車站，均為地下站。
九號(hào)線一期工程計(jì)劃于2016年12月31日建成開(kāi)通試運(yùn)營(yíng)。
廣州市軌道交通四號(hào)線南延段（金洲至南沙客運(yùn)港）工程為四號(hào)線一部分，位于其南端。
線路起始于金洲站，終止于南沙客運(yùn)港站，線路長(zhǎng)約12.6km共設(shè)置6座車站，均為地下站。
本項(xiàng)目開(kāi)通時(shí)間為2017年6月30日。
本次將通過(guò)公開(kāi)招標(biāo)采購(gòu)供電系統(tǒng)再生制動(dòng)能量逆變回饋裝置以及必須的隨機(jī)附件、專用工具、試驗(yàn)儀器和相關(guān)技術(shù)服務(wù)。

未在招標(biāo)公告第九點(diǎn)單列的資審合格條件，不作為資審不合格的依據(jù)，招標(biāo)人不得在招標(biāo)公告第九點(diǎn)中以要求投標(biāo)人提交《投標(biāo)承諾函》等形式變相增加資審合格條件。
十、資格的確定方式：
本項(xiàng)目采用資格后審。
滿足資格審查合格條件的投標(biāo)人不足3名時(shí)為招標(biāo)失敗。
招標(biāo)人分析招標(biāo)失敗原因，修正招標(biāo)方案，報(bào)有關(guān)管理部門核準(zhǔn)后，重新組織招標(biāo)。
十一、招標(biāo)人因兩次或多次招標(biāo)失敗，需申請(qǐng)改變招標(biāo)方式或不招標(biāo)的，應(yīng)按《廣東省實(shí)施〈中華人民共和國(guó)招標(biāo)投標(biāo)法〉辦法》（省第十屆人大常委會(huì)第二次會(huì)議通過(guò)2003.4.2）的第四十條規(guī)定執(zhí)行。
十二、潛在投標(biāo)人或利害關(guān)系人對(duì)本招標(biāo)公告及招標(biāo)文件內(nèi)容異議的，向招標(biāo)人書(shū)面提出。
