本招標項目河南省煙草公司南陽市公司2015年煙葉生產(chǎn)災(zāi)害保險采購項目已經(jīng)批準采購，招標人為河南省煙草公司南陽市公司，采購資金為自籌資金，已落實，項目已具備招標條件，現(xiàn)對該項目進行公開招標。
2．招標采購內(nèi)容
本項目劃分為一個標段：
招標范圍：
南陽轄區(qū)煙葉生產(chǎn)災(zāi)害保險，具體內(nèi)容詳見《招標文件》要求。
服務(wù)時間：
合同簽訂之日至田間煙葉采收完畢。
3．投標人資格要求
3.1 本次招標要求投標人須具備：
3.1.1、投標人須為在中華人民共和國境內(nèi)注冊（不包括在港澳臺地區(qū)注冊成立的法人和其它組織）的、擁有中國保險監(jiān)督管理委員會批準在河南省開展農(nóng)業(yè)保險業(yè)務(wù)資格的獨立法人企業(yè)或其分公司，須在南陽市具有經(jīng)營保險業(yè)務(wù)的資格及理賠能力；
3.1.2、投標人須具有良好的信譽、經(jīng)營狀況良好，具有獨立承擔民事責任能力；在南陽市具有固定的經(jīng)營場地、完善的售后服務(wù)體系并能提供快速的售后服務(wù)響應(yīng)；
3.1.3、投標人近三年在政府采購活動中無劣跡，未出現(xiàn)違法、違規(guī)經(jīng)營行為；主要管理人員沒有職業(yè)犯罪記錄；
3.1.4、企業(yè)注冊地或項目所在地檢察機關(guān)出具的無行賄犯罪記錄證明（出具時間在招標公告發(fā)布的報名期間）；
3.1.5、本項目不接受聯(lián)合體投標。
3.2報名事宜：
3.2.1有意報名的投標單位，請攜帶以下資料參加報名：
營業(yè)執(zhí)照副本、稅務(wù)登記證、組織機構(gòu)代碼證、經(jīng)營保險業(yè)務(wù)許可證書、保監(jiān)會頒發(fā)的批準其在河南省開展農(nóng)業(yè)保險業(yè)務(wù)的文件、企業(yè)開戶許可證、檢察機關(guān)出具的無行賄犯罪記錄證明、法定代表人授權(quán)委托書（或法人證書）、被授權(quán)人身份證。
以上證件審核原件或公證件，留存加蓋公章的復(fù)印件兩套（授權(quán)委托書留存原件）。
3.2.2 報名時間及地點：

30時，法定公休日除外。
